The five National Individual Consultants will support UNCEF child protection section in roll-out and implementation of the simplified Birth Registration System and help in setting up of an efficient Civil Registration System in Tanzania Mainland.
How can you make a difference?
The need for a consultant based in Dar es Salaam is based on the following rationale. During 2021-2022, the plan is to launch and rollout the gender-responsive simplified birth registration system in five regions: Arusha, Manyara, Tabora, Rukwa, and Katavi. Accomplishing this will require engaging with 31 councils on a continuous basis. Based on experience in the existing regions, there is need to monitor the functioning of the system at least for six more months after the launch to ensure smooth integration of the system into the routine work of the LGAs. There is also a need for persistent follow up with the councils to integrate the birth registration system into the routine work of the Councils for sustainability in these five regions.
The consultants based in Dodoma, Mwanza, and Mtwara are needed to facilitate timely implementation of the new activities emanating from gender and equity aspects of the new grant and to ensure that the vulnerable and most marginalized children are registered. Ensuring all newborns are registered in the respective regions requires close coordination with the district councils and health facilities.
The consultant based in Iringa is needed to facilitate timely implementation of the new activities emanating from gender and equity aspects of the new grant and will ensure that the vulnerable and most marginalized children are registered in Iringa, Njombe, Mbeya, Songwe, and Singida regions. In addition, there is a need for support to coordinate with the councils to ensure that the decentralised death registration system functions well and stabilizes and to ensure that birth and death registration systems are integrated into the routine work of the LGAs as per the exit plan. RITA also needs some extra support while rolling out the new death registration system in Songwe and Singida regions.
PAYMENT SCHEDULE
Payments will be made upon submission and acceptance of the specified deliverables in the table above under section TASKS, DELIVERABLE AND TIME FRAME. UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.
METHODOLOGY
The consultants will work in close coordination with the RITA team, the LGAs, PORALG, the National Bureau of Statistics, and the Ministry of Health. The consultants will report to the Child Protection Specialist (Birth Registration and CRVS) under the overall supervision of the Chief, Child Protection.
REPORTING
Reporting will be done in the following way:
- Monthly reports- focusing on progress on implementation
- Quarterly progress reports
- End of contract report
To qualify as an advocate for every child you are required to have the following:
- University degree, preferably in Statistics, Demography, Law, Economics, Social Science, and other relevant fields.
- Minimum two years of professional work experience at national and international levels in the area of Programme Management including Monitoring and Evaluation.
- Candidates having successfully worked on the decentralized birth registration and death registration system will be given preference.
- Basic knowledge of birth registration and civil registration and vital statistics in Tanzania
- Proven track record in providing technical assistance to the Government
- Excellent writing skills with proven ability to produce effective reports. Fluency in English and the local working language
