The President’s Office, Public Service Management and Good Governance (PO PSMGG) is a Ministry under President’s Office as per Government Notice No.143 of 2016. Before 2016 it was known as The President’s Office, Public Service Management (PO-PSM).
Its chief executive and accounting officer is the Permanent Secretary, who has a workforce of about 300 employees. Formerly known as the Civil Service Department, it was transformed into President’s Office, Public Service Management (PO-PSM) in the year 2003 to conform to the newly enacted Public Service Act No. 8 of 2002.

Along with the transformation, opportunity was taken to accommodate efficiency and effectiveness considerations in the Management of the Public Service, in particular implementation of the on-going Public Service Reforms and in provision of its services.
FUNCTIONAL ROLE AND SCOPE:
PO-PSMGG’s role is to assist the Head of the Public Service (the Chief Secretary) in matters of personnel and administration pertaining to Public Service in the entire government system. According to the Government Notice No.144 of 2016 on Ministerial Responsibilities, the specific functions of PO- PSMGG embrace:
- Policies on Administrative, e Government, Public Service Housing, Archives and Records Management and Human Resource Management and their Implementation
- Administration of Public Service
- Performance Contracts
- Human Resources Development and Planning
- Payroll Management
- Public Service Ethics
- Management Services, Public Service Performance Improvement
- Establishment of Executive Agencies
- Retired State Leaders Services
- Coordination of Accountability and Transparency
- Public Sector Reforms
- Performance Improvement and Development of Human Resources under this office
- Extra-Ministerial Departments, Parastatal Organisations, Agencies, Programmes and Projects under this office.
The entire cost of training under this scheme, including the return international airfare, tuition fees, accommodation, emergency medical treatment, book allowance and study tour will be borne by the Government of Republic of Korea.

APPLICATION ELIGIBILITY
i. Applicants should be a Public Servant,
ii. Be under the age of 40 generally or as specifically required by the University,
iii. Should have 3 years and above working experience in the relevant field,
iv. Have a good command of both spoken and written English,
v. Bachelor Degree holder to apply for Master Program,
vi. Be in a good health both physically and mentally,
vii. Have not participated in KOICA Scholarship Program or any Korean Scholarship before,
viii. The application forms should be typed (typewritten).
APPLICATION MATERIALS REQUIRED/SUPPORTING DOCUMENTS:
i. Complete KOICA Application Form.
ii. University Application form with required documents for the given University.
iii. Permission from the applicant’s Supervisor.
iv. Graduation/Academic Certificate.
v. Academic Transcript.
vi. Recommendation letters from the applicant’s supervisor or Professor with signature and seal as per University requirement.
vii. A photocopy of a Passport.
viii. Curriculum Vitae in English.
