Global Communities is seeking a Deputy Chief of Party (DCOP)/Local Capacity Strengthening (LCS) Technical Director for the anticipated USAID Strengthening the Capacity of Local Organizations program in Tanzania. Anticipated to be between $10-24M, this five-year program will strengthen the capacity of USAID/Tanzania’s local partners to better strategize, plan, implement, communicate, and monitor their activities and to improve their entities and overall operations to be sustainable organizations.
Under the direction of the Chief of Party, the DCOP will help provide management, and strong technical support in the implementation of the project. Responsibilities
The Deputy Chief of Party will provide technical leadership and oversight to the project’s capacity strengthening strategy and approaches and will ensure that quality and technical capacity development is tailored to the needs of each local entity. S/He will be responsible for overseeing the technical teams and technical activity implementation. The DCOP will liaise with, guide, and ensure that the project’s implementation is aligned with its approved workplan and budget, and meets project deliverables and targets for achievement while providing high-quality technical assistance to Tanzanian organizations, government officials, civil society leaders, and others. The responsibilities include, but are not limited to, the following:
Technical Leadership:
- Oversee technical project activities and supervises and mentors key program technical staff and consultants.
- Oversee staff and partners’ planning, execution and documentation of project activities, ensuring timely and high-quality achievement of targets and deliverables.
- Establish a consultative and mentoring approach to co-developing detailed, costed capacity strengthening plans that meet the unique needs of each local entity.
- Ensure that local entities receive targeted, customized, timely high quality technical capacity strengthening assistance that draws from local or regional resources and experts.
- Ensure that approved capacity strengthening activities implement global and local best practices, providing strategic responses to changing program requirements as needed to meet project goals and objectives.
- Lead by learning through participative processes, being flexible to stakeholders needs.
- Use principles of adaptive management and data-driven continuous improvement processes and develop appropriate responses to solve challenges under tight deadlines while ensuring operational integrity and project impact.
- Hold monthly and quarterly project review sessions with staff and partners to routinely assess and improve project performance against workplan and targets.
- Lead project staff quarterly in analyzing and applying project performance and outcome data to monitor progress against indicator targets.
- Lead the technical and contextual adaptation of GC’s and IntraHealth’s Advanced Local Partners (ASAP) capacity strengthening tools and approaches to support achievement of program objectives and targets.
- Support knowledge management, linkages, and exchange of learnings and best practices across program activities and project teams, as well as with other actors in the capacity strengthening and local partner transitioning space.
- Strong knowledge of LCS trends and policies including the USAID LCS Policy, localization metrics, local systems framework. Lead evidence gathering and development and dissemination of technical visibility products for this project.
- Develop and implement innovative and sustainable solutions to granting needs, especially with local partners receiving direct USAID funding for the first time or currently implementing USAID-funded projects that need support increasing their organizational sustainability and resource mobilization efforts.
- Collaborate with GC Global Support Team particularly the Senior Technical Advisor, Local Capacity Strengthening.
- Build and maintain a sense of shared ownership and unified team effort among staff and local and international partners, as well as strong working relationships with key internal and external Tanzanian stakeholders.
- Regularly consult and network with local partners, government stakeholders and private sector to share information and innovation on effective, sustainable capacity development interventions.
- Capture, document, and share key successes, promising practices, lessons learned, and evidence-based implementation research, internally and externally, including publications in peer reviewed journals.
Operational Management:
- Assume the position of Chief of Party role when the COP is not available.
- Work with senior staff to ensure that program and financial reports to USAID, effectively and accurately communicate project progress, achievements, challenges, and utilization of funds.
- Represent Global Communities and the project at meetings with multiple local stakeholders (other NGOs, government officials, private sector institutions, etc.) as needed and necessary.
- Lead multi-disciplinary teams and effectively communicate common vision among diverse partners.
- Promote Global Communities’ values (purposeful, committed, genuine, and connected) and ensuring that all project staff demonstrate these values.
Qualifications
- Master’s degree (or equivalent) in a discipline related to international development, public health, management, organizational development or social sciences with a minimum of 8 years of experience managing multi-sectoral projects with increasing responsibilities and duties in fields related to organizational strengthening, and/or providing relevant technical expertise to such projects; or,
- Bachelor’s degree in a discipline related to international development, public health, management, organizational development or social sciences with a minimum of 10 years of experience managing multi-sectoral projects with increasing responsibilities and duties in fields related to organizational strengthening and/or providing relevant technical expertise to such projects.
- Experience in East Africa, with preference for recent work in Tanzania.
- Proven experience in a leadership position involving the administration of similarly sized, international donor-supported programs. USAID funded International NGO or for-profit contractor experience is strongly preferred.
- Excellent facilitation, mentoring and training skills in a variety of organizational development topics to a diverse audience.
- Direct experience with transition awards and/or successfully graduating national and local partners to direct donor funding.
- Strong understanding and application of technical principles and concepts in capacity strengthening, and locally led development. Expertise in the development and production of tools, guidelines, and standards of practice supporting locally led development and local capacity strengthening.
- Experience in overseeing the tracking of capacity strengthening interventions through the use of a digital dashboard accessible to local partners and USAID.
- Experience working with a range of partners including local CSOs, governments, faith-based organizations, private sector institutions, small businesses, and others.
- Experience working across a range of technical areas preferred.
- Considerable experience in designing and implementing capacity strengthening interventions.
- Knowledge/Experience with USAID rules and regulations strongly preferred.
- Demonstrated experience and understanding of the socio-economic and cultural context of Tanzania including relevant local laws, regulations and policies is required.
- Management/supervisory experience is required.
- Experience building connections between Local Organizations and government entities.
- Evidence of effective communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement is desired.
- Must be willing and able to travel up to 30%.
- Languages: Full Professional Proficiency in spoken and written English. Proficiency in Swahili preferred.
