Position Title: Software Quality Assurance Senior Manager

Position Summary:
The Quality Assurance Senior Manager is key for designing system requirements and track quality assurance (QA) metrics along the software development cycle. He/She will be responsible for review and implementing tests, debugging and working with software development contractors to warrant high quality software products. He/she is responsible for conducting tests before software launches to ensure software runs smoothly and meets stakeholders needs.
Duties and Responsibilities:
- Lead project teams and subcontractors in product design reviews and provide input on functional requirements, software designs and schedules.
- Create detailed, comprehensive, and well-structured test plans and test cases, and estimate, prioritize, plan and coordinate testing activities.
- Develop or specify standards, methods, or procedures to assess product quality or release readiness.
- Design, develop and execute automation scripts using open-source tools.
- Perform initial debugging procedures by reviewing configuration files, logs, or code pieces to determine breakdown source.
- Identify, record, document thoroughly and track bugs as well as perform thorough regression testing when bugs are resolved.
- Develop and apply testing processes for new and existing products to meet identified needs.
- Identify software deviance from approved standards and eGov guidance, and recommend modifications to ensure compliance.
- Provide feedback and recommendations to developers on software usability and functionality.

Position Summary:
The Project Accountant is responsible for handling accounting and clerical duties including but not limited to processing timely of monthly Bank reconciliation statements, payment transactions, receiving cash income, preparing financial and procurement documentation, review of advance transactions, filing of accounting documentation. Preparation of Local Purchase Order for both local and foreign vendors.
Duties and Responsibilities:
- Process duly approved disbursements of both cash and banking adherence to policy and procedures.
- Ensure that all payment requisitions are completed with all the necessary support documentation such as pro-forma invoices/bids, local purchase order, selection minutes, delivery notes, tax invoices, etc. before making payment. Also, ensuring that all payments are properly coded and cancelled by PAID stamp.
- Recording and posting of approved financial transactions into the accounting system
- Make and processing advance payments including but not limited to travel advances, sub-contractors/grantee advances, etc.
- Ensure office costs are identified and correctly apportioned and charged to the respective projects/donors and other costs centres.
- Perform day to day banking activities and Report and highlight items of attentions to the management.
- Maintain accounting records and file them in an appropriate manner.
- Assist in budgeting preparation process for the program and assist out in preparation of monthly and quarterly expenditure reports.
- Accurate, timely and efficient preparation of payroll as approved, ensuring compliance with internal guidance and laid down policies & procedures.

Position Summary:
The mHealth Manager will support the maintenance and expansion of the mHealth applications in Tanzania including: Wazazi Nipendeni, FASTA TZ, PEDAIDS and Tambua TB. The mHealth Manager will serve as program lead for all SMS, USSD and voice-based projects of the mHealth and will be responsible for the daily management and administration of mHealth program activities including program planning, support, oversight and reporting. He/She will be responsible to engage technical system development subcontractor to ensure timely deliverables as per workplan. He/She will work with the clinical implementing partners (IPs) to assure application functionality supports the clinical needs. The mHealth manager will interact with the Government of Tanzania (GoT) and Ministry of Health, Community Development, Gender, Elderly and Children (MoH) including the National Aids Control Program (NACP) officials and other stakeholders to ensure the mHealth program feasibility and sustainability.
Duties and Responsibilities:
- Coordinate and manage the relationship GoT officials including obtaining their endorsement of mHealth activities.
- Perform integration activities across different phases of the mHealth projects and sub-projects.
- Assist in executing work plans, performance management plans, and budgets.
- Conduct day-to-day management of mHealth applications including coordination of stakeholders, liaising with GoT/MoH departments, mobile network operators (MNO) and building healthy relationships with all key stakeholders.
- Assist in the development and management of scopes of work for vendor agreements related to mHealth program activities.
- Oversee testing and piloting activities for the development of new services and expansion of other mHealth services (e.g. SMS, USSD, voice services, etc.).

Position Title: CTC-2/3 Officer – 1 post

Position Summary:
The CTC-2/3 Officer will work to facilitate smooth running of CTC-2 database in PEPFAR supported facilities and CTC-3 national data warehouse.He/she will work to support clinical Implementing Partners (IPs) to troubleshoot CTC-2 issues for continuity of services. He/She will collect user feedback and communicate them to system development team. He/She will ensure 99.9% uptime of CTC-3 Macro and optimal file upload, processing, and dashboard functionality.
Duties and Responsibilities:
- Facilitate smooth running of CTC-2 database at all facilities by liaising with implementing partners on day-to-day basis.
- On daily basis, review the online CTC-2/3 helpdesk issues and requests, then troubleshoot problems, provide answers, and give assistance to end users.
- Communicate complex database issues to system developers, and follow up resolutions and user feedback.
- Work with IPs, develop data submission schedules for all PEPFAR supported facilities across the country and assist IPs to track their sites data submissions, exchange issues and quality.
- On daily basis, track facility data uploads to CTC-3 Macro and prepare the submission status report at the end of the week.
- Identify facilities with infrastructure and technical problems and work with IPs to resolve them to allow data submission to CTC-3.
- Perform weekly explorative data analysis to identify unusual trends in submitted data and inform respective facilities accordingly for appropriate remediation.
- Maintain CTC-3 dashboard in line with NACP and PEPFAR needs.
- Facilitate availability of analytical files from CTC-3 Macro to enable quarterly monthly and quarterly data analysis meetings.

Required Qualifications, Skills and Experience:
- Bachelor’s degree, or equivalent qualifications from a recognized institution, in Computer Science, Computer Engineering, Information Technology, Statistics, or related field.
- A minimum of 5 years’ work experience, particularly in HIV/AIDS data management.

Position: Regional TB/HIV Officer – 1 post
Project: AFYA KWANZA
Location: Kagera
Reports to: Regional TB/HIV Manager
Position Summary:
The TB/HIV Officer works with and supports the MDH RTB-HIV Manager to ensure efficient implementation, M&E and reporting of TB/HIV services in her/his respective region including direct field coordination of key program priorities such as Isoniazid prevention therapy (IPT), intensified TB case finding and multi-drug resistant TB diagnosis and management. She/he is responsible for field implementation, coordination and reporting of TB-HIV initiatives in her/his respective region under the guidance of the RTB- HIVM and in collaboration with DPMs and other MDH staff and relevant regional, council and health facility staff.
Duties and Responsibilities
- Support implementation, M&E and reporting of TB-HIV services under the Afya Kwanza project, as well as other relevant activities.
- Support implementation of initiatives to address key program, donor and national priorities – such as intensive TB screening and case finding among PLHIVs and IPT- in line with national guidelines.
- Provide TA to the DACC, DTLC and HFs in planning, implementation, M&E and reporting of TB- HIV services.
- Support RTB-HIV Manager to assess and implement initiatives to address skill and resource needs in TB-HIV services through supportive supervision, mentorship, on-job training, CQI and other approaches in collaboration with R/DTLC.
- Support timely collection and submission of TB-HIV data – as well as support strengthening of the related M&E systems – in collaboration with the M&E team.
- Support RTB-HIV Manager in writing technical program documents including reports, best practices, lessons learned and other relevant documents.
- Support and advise the RTB-HIV Manager on all TB-HIV issues.
- Perform other relevant duties as assigned by the RTB-HIV Manager.
Required Qualifications, Skills and Experience:
- Degree or Advanced diploma in medicine, nursing or related field with relevant national registration.
- Master’s degree in Public Health or related field is an added advantage.
- At least 2 years of experience working in public health programs/ services.
- At least 2 years of experience in design, implementation, management and M&E of TB-HIV or related clinical and public health programs and services.
- Experience in using CQI, PHE and OR techniques to address public health challenges.
