Swisscontact
Swisscontact is the business-oriented independent foundation for international development cooperation. It started its operations in Tanzania in 1993 in which it was registered as an International Non-governmental Organization (NGO) in 2019. The organization works with the Government of Tanzania, Vocational Education Training Authority (VETA), Training Providers (TPs), civil society organizations and other development partners to deliver on its overall goal of promoting economic, social and environmental development in Tanzania. Swisscontact implements the SET
Programme with support from the Swiss Agency for Development and Cooperation (SDC) in Tanzania. With its three phases, the project aims at improving prospects of gainful youth (self-) employment through a contribution to improved access, relevance and quality of vocational skills development. The Programme Phase 1 runs from 2018 – 2022. Each of the three Components of the
SET program seeks to address;
- Component 1: Relevance of Labour Market Information for Skills Development
- Component 2: Pre- & In-Service Teacher Training
- Component 3: Agricultural Employment for Youth, Women & Young Mothers via capacity building of training providers
Objective of the function
To proactively facilitate the implementation of component 3 activities in accordance with the programme document. To work closely with and facilitate selected training providers (public and private) and proactively engage in gender and component activities.
Main Tasks
She/he will support in the implementation of component 3 progressing activities in accordance with the workplan and assigned budget. Work closely with training providers through facilitating the platform of training providers and the capacity building of the training providers.

Detail Tasks
- Support the component 3 lead on all the below tasks
- Liaise closely with the SET financial manager for financing of activities
- Facilitate the progress of the established platform of training providers by, among other things, applying a strong governance principle
- Support Training Providers (TPs) to develop organization gender policies
- Develop and implement the capacity building plan for training providers on the capacity of providers teaching, training management competencies and new courses addressing the identified training needs of young people, women and young mothers
- Explore opportunities for peer-to-peer learning and exchanges between training providers in the previously mentioned areas
- Produce quality and appropriate information materials for outreach to different audiences – Platform Newsletter, posts, website etc
- Have practical experience from gender focused activities
- Plan and implement pilot training activities
- Develop and implementation of a simple tool for tracking and assessing progress and performance of the implementation of training and gender activities to TPs.
- Develop ToRs and supervise the cooperation with training providers
- Cooperate with short course sub-contractors
- Coordinate the work of the component 3 support officer
- Compile and disseminate assessment results
- Responsible for compiling data for MRM in accordance with the MRM plan
Reporting
Reports to the Capacity Building Manager.
Qualifications & experience
a. Minimum of a bachelor’s or higher degree in agricultural and applied economics, community development, social science, rural development, training or equivalent;
b. Minimum of 3 years of work experience from development initiatives related to agricultural community development, proven experience on gender, training of rural youth, women and/or young mothers, agricultural innovative training development;
c. Experience working from:
i. Cross-functional teams;
ii. Facilitate network development and maintenance involving a multitude of stakeholders;
iii. Develop and implement complex project activities;
iv. Apply a gender agenda at implementation level;
v. Project leadership/management;
d. Ability to write clear and concise reports;
e. Excellent communication skills with a high level of written and spoken English and Swahili.
