Job Summary
The National Registries Lead will play a key role in leading enhancements and integration of national registries with other systems. They will be responsible for providing technical support to bring about the successful completion of milestones and objectives per the project work-plan and deliverables, in coordination with all project stakeholders and partners. - Coordinate and manage the operation of National Client registry
- Ensure that technical quality and standards are maintained during project implementation.
- Work with HIS stakeholders to understand the requirements for registries and analyze any requirement discrepancies identified.
- Lead enhancements and integration of national registries with identified HIS by interacting and collaborating with stakeholders and software developers.
- Lead deployment efforts by coordinating vendors and stakeholders of the registry systems.
- Coordinate system testing efforts by providing timely written and verbal technical expertise and test plans for new feature/software releases and conducting unit testing of new feature/software before release.
- Assist in the development and enforcement of system architectural decisions and development standards, in alignment with GoT designated architecture and standards.
- Manage vendor/service provider relationships and service level expectations associated with the development and expansion of digital registries in Tanzania
- Serves as resource for institutional and partners
- Coordinate the daily operations of NCR in conjunction with executive director
- Prepare periodic reports and records on program activities, progress, status or other special reports to Management
Required Experience
- Minimum of 5 years of professional experience in digital health/eHealth systems implementation, including system development, testing, and deployment.
- Degree in Computer Science, Information Technologies, Computing, Information Systems or related subjects.
- Strong problem solving, critical thinking, and analytical skills including substantial hands-on experience in complex process analysis and system design where scope is relatively undefined.
- Experience with creation of functional requirements, prototyping solutions, driving gap analysis sessions, prioritizing scope to build short- and long-term road-maps for system development/enhancement.
- Experience as key contributor on integrated solution designs and deliverables of projects that are cross functional and large scale with a long-term road-map in place.
- Demonstrated learning and contributing beyond scope of current assignments and incorporating those learnings into their role.
- Able to create a highly collaborative work environment consisting of both technical and subject matter experts.
- Knowledge of HIV HIS landscape in Tanzania.
- Detailed-oriented with a proven history as a self-starter who can work independently with minimal supervision.
- Able to present complex technical information to a non-technical audience, with the ability to provide the appropriate level of detail.

Position: ICT Infrastructure Lead – Health Information System Development, Project Management and Coordinated
The ICT Infrastructure Lead will play a key role in the management of core infrastructure to support the deployment of integrated national HIS. They will be responsible for providing technical support to bring about the successful completion of milestones and objectives per the project work-plan and deliverables, in coordination with all project stakeholders and partners. Specific responsibilities
- Formulating and leading in the implementation of ICT strategy in line with policies, process and procedure to deliver business objectives.
- Lead in the technical evaluation of ICT physical infrastructure needs and requirements to support the national HIS in collaboration with stakeholders and GOT.
- Work with GOT to design and develop the detailed designs of the physical architecture of HIS systems and their performance requirements.
- Support the procurement and roll-out of national HIS systems infrastructure, including installation of applications, server deployment, and network configuration.
- Provide support in the management and monitoring of ICT infrastructure to guarantee business continuity by ensuring optimal performance, integrity and security of network, and secure server deployment.
- Conduct routine evaluation of infrastructure and operational aspects, design review, and provide recommendations to improve logical and physical design for continuous improvement to ensure optimal performance of systems and security of data.
- Ensure proper documentation of network and server configurations, routine
- procedures, and response to change requests.

Required Experience
- Minimum of 5 years of relevant experience in related field
- Master’s Degree in any of the following Computer Science, Information
- Technologies, Computing, Information Systems or related subjects. Professional certification (e.g MCSA, CCNA, CCNP, MCSE, OCDBA, MCDBA) is a plus
- Very strong problem solving, critical thinking, and analytical skills including substantial hands-on experience working with ICT networks, server management, and administration.
- Familiar with Windows and Linux server operation systems, administration, troubleshooting, configuration management, and tasks automation.
- Knowledge of LAN, WAN systems security, data backup, and recovery.

Position: The Hospital Management System Lead (HMS) -Health Information System Development, Project Management
The Hospital Management System Lead (HMS) will be responsible for engaging the hospital- specific technical workflows in achieving overall HIS integration. This will involve incorporating end-user and broader functional requirements into the larger GOT HIS technical road map, working closely with the infrastructure teams to ensure sufficient hardware and support services, overseeing integration with HIS verticals, assisting with inter-operability layers and associated registries, and interacting directly with hospitals to coordinate partner supports for uptake and troubleshooting.

Specific responsibilities
- Finalize user and technical requirements specifications with Lead HIS and other team members
- Lead mapping and assessment activities to quantify status quo among target hospitals
- Participate with GOT, National Digital Health Steering Committee and task groups in the planning, scoping and implementation of target systems
- Assist road mapping team with definition and refinement of technical specification
- Work with engineering teams in agile cycles to iteratively review/test and re-scope road map
- Lead partner engagements among target hospitals to coordinate deployment support, training and supportive supervision
- Assist team with defining data use functional working groups among target hospitals

Position: Lead HIS Project Manager: Health Information System Development, Project Management and Coordinated
THPS and its consortium partners is seeking an experienced and qualified expert to fill the following roles for an anticipated CDC-funded project that will assist the Government of Tanzania (GOT) in the management, coordination, scale-up, and continuous modernization of Tanzania’s health information systems (HIS). This position is subject to a successful funding application and final approval by the CDC, with an estimated start date of September 30, 2020

Overview
The Lead HIS Project Manager (LHPM) will be a technocrat, negotiator and government relations focal point. LHPM will be primarily responsible for managing the technical road map development process (“DH2020”), from requirements sourcing to technical translation, ensuring both its technical rigor, comprehensiveness, alignment with user requirements and, perhaps most critical, acceptance by varied and non-linear government agencies. The task will be challenging and politically complex. With a secured road map in-hand, LHPM will be responsible to coordinate oversight of engineering processes with select government agencies, and establish a development operations method that is clear, durable and efficient, incorporating iterative production/testing stages and, ultimately, user acceptance testing to validate alignment of final product with perceived user requirements. LHPM will then manage engineering inputs to deliver DH2020 technical products, and will be responsible for agile/iterative rescoping as defined by the development operations method above. In all processes, GOT will feature as a primary decision-maker and final authority on acceptability and integration. LHPM must be skilled in negotiating the balance between technical and political requirements, quickly pivoting from one domain to the next as the environment requires.
General:
LHPM must be detail oriented, highly skilled with Agile engineering techniques and have an exemplary track record working with SQL products. LHPM will have a long, successful record of establishing and delivering road maps in politically and technically complex environments, with an emphasis on negotiation, communication and harmonization skills.
LHPM will have direct experience with health information systems in developing economies, with particular attention to scoping and delivering inter-operability solutions using commonly accepted standards and protocols.
LHPM will report directly to Health Information System (HIS) Principal Investigator (PI)
Specific tasks
- Work with THPS and consortium to finalize work-plan and budget during kick-off proceedings
- Work with Project Manager to establish governance subcommittee within NDHSC for DH2020
- Within the subcommittee, establish acceptable methodology for road map formulation
- Work with Project Manager to advocate among supporting partners for road map methodology
- Establish comprehensive in-service specification of current HIS. Utilize current documents in process with GOT and implementing partners incorporate infrastructure audit for implementation forecasting/planning
- Solicit user requirements, objectives and key results (OKR) for DH2020 road map, use multi-factor ranking system to select priority commits
- Derive technical road map for priority requirements, secure political concurrence and implementing partner support for map
- Establish a Product Management Committee, incorporating select GOT agencies and actors
- Solicit and secure engineering resources to produce technical specification
- Design and secure approval for development operations methodology, including processes, software and M&E framework
- Oversee development operations
- Design and secure approval for change management protocol (if not already incorporated in road map)
- Work with GOT agencies to design a comprehensive work-plan to deploy improved HIS environment, incorporating hardware installation
- Design and secure approval for end-user support strategy, including versioning/release management, end-user interaction, documentation and more
- Oversee technical and end-user documentation
