The TASAF Executive Director is inviting applications from suitably qualified Tanzanian nationals to fill the below vacant posts:
Title: Program Officer Public Works and Infrastructure (PO-PW &I)
Appointing Authority: TASAF Management Unit
Reporting Relationship: Reports to the Public Works and Infrastructure Manager
BASIC FUNCTIONS:
To assist the Public Works and Infrastructure Manager to implement public works program activities in the department.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
She/He shall:
a) Maintain database for public works interventions;
b) Supervise preparation of multi year plans by PAAs to guarantee predictability of transfers for the targeted beneficiaries.
c) Provide technical support for implementation of PW interventions and ensure availability of required training materials and support.
d) Follow up of compliance to PW implementation benchmarks by PAAs.
e) Participate in the preparation and update of a guide for the PAAs on the number of PWP interventions;
f) Participate in identifying new areas of interventions available that are outside technical guide and prepare required guidelines;
g) Identify communication gaps that require IEC interventions;
h) Identify existing capacity enhancement opportunities outside of TASAF that can be capitalized upon for resource optimization for public works program activities;
i) Review PAAs capacity enhancement plans and budgets submitted for TASAF funding;
j) Facilitate provision of technical support on public works program enhancement to PAAs, groups and individual
k) Verify public works program applications reviewed by Technical Assistants;
l) Prepare public works program application batches;
m) Participate in the preparation of departmental annual implementation plan and budgets.
n) Participate in preparing progress reports on public works program activities;
o) Perform any other duties as assigned by the Public Works and Infrastructure Manager
QUALIFICATIONS:
a) Holder of a Bachelor Degree or equivalent qualification in Civil Engineering, Agricultural Engineering, Land Use Planning or any other related field from a recognized university.
b) At least five (5) years experience in relevant field in Public and / or Private Sectors.
c) Must be computer literate;
d) Good communication and interpersonal skills.
e) Ability to supervise, train and coach staff in relevant skills.
f) Self motivated with integrity and high level of confidentiality.
KEY PERFORMANCE MEASURES:
a) Existence of updated and operational public works data base.
b) Public works applications are processed within agreed benchmark.
c) Existence of updated multi year plans for public works.
d) Number of PW applications funded and completed.
e) Existence of timely prepared monthly implementation progress reports.
Duration of Contract: Terms of Contract is 3 years.
Duty Station: TASAF Head Office, Dodoma.
